how many interpolation steps do you have on your line? try to increase them or set it to adaptive and see what happens.

I got it.

Turns out that for some reason, if I first convert it to an editable PATCH and THEN to an editable poly, it preserves all the tris the way the are. Slightly bummed that I can't make them quads, but I suppose I need the tris to preserve the contours.

There's a script called PolyBomb I think, or something like that, that will remove all the tris from a quaded mesh.

Regardless, it would be way easier and have much more control just to box model the shoe and Turbosmooth it.
