Blend shapes and controls

Can anyone explain, simply, how to go about setting up a nurbs curve as a controller for a blend shape? I know how to do the basics of it, but what do I parent it to so I can give each movement a limited value? I assume I need to set keys for max and minimum range, but not sure where to set these aside from the blend shape menu, but that doesn't allow any input or output connections (that I can see) nor can I find any of the blend shape's elements in the hypergraph or outliner.
